New Hampshire Republican gubernatorial candidates talk school funding during 2022 Granite State debate



COMPLETE THE APPLICATION. THE CANDIDATE’S NEXT QUESTION IS ABOUT EDUCATION IN NEW HAMPSHIRE. WE KNOW THAT A LOT OF SCHOOL FUNDING IS RELATED TO THE SCHOOL DISTRICT PROPERTY TAX BASE. UNDER THIS SYSTEM, POOREST TOWNS STILL HAVE TO PAY HIGHER TAXES JUST TO MEET THE BASIC NEEDS OF SUPPORTING A SCHOOL WHERE WEALTHIER TOWNS PAY LESS. DO YOU THINK THIS IS RIGHT AND WHAT WOULD YOU DO TO CHANGE THE SYSTEM? FIRST TO YOU, MRS. TESTER. WELL, FIRST OF ALL, AS A CITY COUNCILOR IN FRANKLIN, I FIGHT THIS ISSUE BECAUSE THERE IS SO MUCH FEDERAL MONEY COMING INTO THIS STATE THAT CONTROLS WHAT WE DO. SO WHEN YOU ASK THE LOCAL SCHOOL BOARD TO DO CERTAIN THINGS, THEY TELL YOU THAT THEY CANNOT BECAUSE FEDERAL MONEY IS ATTACHED TO CERTAIN CONDITIONS. THEY CAN NOT. WELL, THE MOST RECENT WAS THE EIGHT, NEARLY $800,000 WHICH WAS DONATED FOR ONE TRUSTED ADULT IN EACH HOME. I WANT, AND EVERY SCHOOL FOR EVERY CHILD, WHO IS THIS TRUSTED ADULT? AND WHY IS AND THIS IS ALL THE FEDERAL MONEY THAT COMES IN AND SAYS WHAT NEEDS TO BE DONE. BUT WHAT OUR BIGGEST PROBLEM IS IS THAT OUR CHILDREN NEED TO KNOW HOW TO READ, WRITE AND CALCULATE. AND THEY DON’T LEARN THAT. INSTEAD, THEY GET VALUE, EDUCATION, CRITICAL RACE THEORY, SOCIAL AND EMOTIONAL LEARNING. ALL THESE OTHER THINGS THAT DO NOT BELONG TO SCHOOLS AND DO NOT HELP THEM GET THE TOOLS THEY NEED TO OPERATE IN THE GREATER COMMUNITY. MADAM. CHESHAM, DO YOU THINK THE SYSTEM IS FAIR? THE FUNDING SYSTEM, THE FUNDING SYSTEM, ABSOLUTELY NOT. I THINK ONE OF THE THINGS WE HAVE IS THAT MABEL, WHO OWNS HER HOUSE NOW AND PAYS IT, WILL IN REALITY ONLY POSSIBLY LOSE HER HOUSE DUE TO THE INCREASE IN SCHOOL FUNDING. AND SO IT’S NOT THE WHOLE SYSTEM IS NOT FAIR. AND WE NEED TO FIND A BETTER SOLUTION FOR THIS. NEXT, SAME QUESTION FOR YOU, MR. RILEY. OKAY. WELL, HAVING SERVED ON THE SCHOOL BOARD, MANAGING BUDGETS, HAVING FOUR CHILDREN CURRENTLY AT NEW HAMPSHIRE PUBLIC SCHOOL, I HAVE MANY THOUGHTS ABOUT IT. I REALLY LIVED IN I PROBABLY CAN’T GET INTO ALL THE DETAILS. FUNDING IS WHAT I WANT TO PAY ATTENTION. DEMOCRATS WANT A STATE INCOME TAX. THEY LOVE IT. TOM SHERMAN WRITTEN THIS BILL. HE WILL BE MY OPPONENT IN THE GENERAL ELECTIONS. HE LIKES THE IDEA OF A STATE INCOME TAX, TAKING CARE OF ALL OUR FUNDING PROBLEMS IN NEW HAMPSHIRE. HE WON’T DO IT AT ALL. WHEN I LOOK AT COMMUNITIES IN NEW HAMPSHIRE BASED ON THE SYSTEM WE HAVE, IT’S ADAPTED TO WHAT WE HAVE, MAKING IT SPECIFIC TO SMALLER TOWNS IS THE CHALLENGE WE FACE. HOW DO WE DO THIS? WE CAN ELIMINATE A LOT OF COSTS IN NEW HAMPSHIRE PUBLIC SCHOOLS TODAY. AND THE WAY WE DO IS THAT WE HAVE BLOCKED AND BUREAUCRATIC ADMINISTRATIONS. IN EVERY SEIU WE HIRE MORE PEOPLE. WE HAVE A LOT OF PEOPLE ON THE SCHOOL BOARD WHO DO NOT UNDERSTAND THE HARM THIS IS DOING TO THE COMMUNITY. WE REALLY NEED TO RECEIVE THE AMOUNTS OF MONEY COMING OUT OF NEW HAMPSHIRE COMMUNITIES AND LET SCHOOL BOARD MEMBERS WHO PROVE BUDGETS THAT ARE JUST BAD NEWS FOR EVERYONE AND GIVE 3 TO 6 MILLION DOLLARS TO AS MANY THOSE ADMINISTRATIVE UNITS AND NO ONE CAN EVEN TELL YOU WHAT THEY ARE DOING HONESTLY HALF THE TIME. FOR YOU MR. YOU ARE PART OF THE PROBLEM YOU MENTIONED AND AS KAREN MENTIONED NO IT IS NOT FAIR BUT YOU HAVE A LOT OF SCHOOLS HIRING MORE ADMINISTRATORS AND THEY ARE ACCUMULATING THE COSTS THAN THE TEACHERS. IF THE OBJECTIVE IS TO EDUCATE CHILDREN, WE MUST FOCUS ON THE CHILD GETTING A GOOD EDUCATION AND THAT MEANS REGARDLESS OF HOW THEY GET AN EDUCATION. WE HAVE SO MANY SMALL COMMUNITIES IN THE NORTH WHO STRUGGLED TO PAY FOR THEIR PUBLIC SCHOOL THAT ALLOWS THEM TO HAVE OPTIONS, TO BE ABLE TO TAKE THEIR POWER, TO EDUCATE THEM IN A DIFFERENT WAY, THAT MIGHT BETTER SUIT THEIR SPECIFIC SITUATION. MAYBE PRINTER ORGANIZATION COULD BE A GOOD ALTERNATIVE SOME PEOPLE NEED TO HAVE PODS TO BE ABLE TO HOME SCHOOL THAT LITTLE HELP WILL SAVE MANY OF THESE FAMILIES AND ENABLE THEM TO TAKE CARE OF THEIR CHILDREN. EDUCATIONAL NEEDS BECAUSE PUBLIC SCHOOL IS NOT ENOUGH. THE IDEA THAT WE NEED TO FOCUS ON THE SYSTEM AMONG TEACHERS RATHER THAN THE CHILD IN THEIR PEDAGOGICAL KNOWLEDGE AND THE RETENTION OF KNOWLEDGE AND CAPABILITIES TO BE AN ADULT IN A FUNCTIONAL,
